– 2 cups shredded cheese blend (such as mozzarella and cheddar), divided

Instructions
1-Preheat your oven to 350ยฐF (175ยฐC). Boil the macaroni in salted water until al dente, then drain and set aside.
2-In a large mixing bowl, combine ground beef, eggs, breadcrumbs, chopped onions, garlic powder, salt, and pepper. Mix until thoroughly blended.
3-Form the meat mixture into a loaf shape and place it in a greased casserole dish.
4-Prepare the cheese sauce by melting butter in a saucepan, whisking in flour, then slowly adding milk. Cook until thickened, then stir in shredded cheddar cheese until melted and smooth.
5-Pour half the cheese sauce over the meatloaf, then layer the cooked macaroni evenly on top.
6-Pour the remaining cheese sauce over the macaroni layer, spreading evenly.
7-Bake uncovered for 45-50 minutes or until the meatloaf is cooked through and the top is golden and bubbly.
8-Let the casserole rest for 10 minutes before serving.
